United Nations (UNO) and its agencies (ILO, IOM, UNHCR, UNESCO, UNCTAD).

Works on migration, labour rights, refugee protection, education, and trade/economic development.

Collaboration for joint programmes, policy advocacy, and capacity building.

2. European Union (EU) and Allied Institutions

European Commission, European External Action Service (EEAS), European Parliament Committees on Foreign Affairs & Human Rights.

Cooperation on migration policy dialogues, skill mobility partnerships, labour frameworks, and diaspora engagement.

Access to EU frameworks such as ICMPD, MIEUX+, Erasmus+, Horizon Europe.

3. Arab League and GCC (Gulf Cooperation Council)

Mr. Murshad K. M serves as the Chairman of the Overseas Council Inter-Nations, a Global Quasi-Judicial Mechanism Organization established to advance international cooperation, migration development, and diplomatic engagement. Under his leadership, the Council operates with international relevance and national public interest, aligning India’s role in global migration governance, trade, and civil–diplomatic cooperation.

Meaning in Legal Terms

A quasi-judicial mechanism is an institutional body that has decision-making, advisory, or dispute resolution powers similar to a court or tribunal, but it is not a full statutory court of law.

In international law, such bodies operate under treaties, conventions, or cooperative agreements, and their decisions are respected by states and organizations due to their credibility, neutrality, and alignment with international norms.

The term “framework mechanism” refers to a structured system that can establish councils, commissions, or tribunals across multiple sectors (migration, trade, financial cooperation, human rights, etc.) to deal with disputes or governance issues in a non-statutory but authoritative way.

Why “Quasi-Judicial” and Not Judicial?

Judicial bodies (like the ICJ or national courts) derive authority from law or treaties and issue binding legal judgments.

Quasi-judicial bodies, however:

Issue advisory rulings, arbitral awards, or dispute resolutions.

Function with consent of states/organizations via MoUs or agreements.

Focus on specialized areas (migration law, trade disputes, financial recovery).

Operate within the principles of natural justice, fairness, and neutrality, without being a statutory court.

ICSID (International Centre for Settlement of Investment Disputes) → Quasi-judicial arbitration for investment disputes.

WTO Dispute Settlement Body → Non-statutory but binding trade dispute mechanism.

UNCITRAL Arbitration Rules → Framework for global commercial arbitration.

The Global Quasi-Judicial Framework Mechanism under Overseas Council – ORASC would:
